Russian Federation is seeking to undermine European democracies and sow doubt in the West through malign activities and a "fog of lies", the head of Britain's domestic spy agency has told European intelligence chiefs.

Russian-state media outlets and representatives promoted at least 30 "explanations" for the Salisbury nerve agent attack as part of a campaign to shift blame for the attempted assassination, the head of MI5 has said.

In his first public comments since the Salisbury nerve agent attack, Andrew Parker will say that Moscow is using its spies and military to carry out flagrant breaches of worldwide rules.

"In the United Kingdom alone, since the Westminster attack in March a year ago with the police we have thwarted a further 12 Islamist terror plots 12 occasions where we have good reason to believe a terrorist attack would otherwise have taken place in our country", he said.

"Whatever nonsense they conjure up, the case is clear", declared Mr Parker. Moscow has repeatedly rejected the accusation that it was behind the attack. But the Kremlin would be called out for its actions, he said.

Parker listed Russia's annexation of Crimea from Ukraine in 2014, Russian meddling in the US and French presidential elections, a coup attempt in Montenegro and cyber attacks against the West as examples of what he called the Kremlin's unacceptable behaviour.

NATO's assistant secretary general for intelligence and security, Arndt Freytag von Loringhoven, said the price of launching hybrid attacks needs to increase, citing the expulsion of 150 undeclared spies by Britain and its allies in the wake of the Salisbury attack.

He also emphasised that cooperation with European Union partners was essential to guard against the threats from Islamist militants and Russian Federation.

Thanking European security agencies for their support in the investigation following the Manchester bombing almost a year ago, the intelligence chief will disclose that MI5 has thwarted 12 plots alongside police since the Westminster atrocity in March 2017.

"The security challenges we are facing are stark, but we will counter them together", he concluded.

He declined to say whether MI5 had registered any attempts at influencing the outcome.
