California to vote on whether to split into three states

Draper, a venture capitalist and cryptocurrency enthusiast, obtained enough signatures for the measure to qualify for the state's ballot in November, the California Secretary of State announced late Tuesday.

It's the brainchild of Silicon Valley tech billionaire Tim Draper, who previously proposed splitting California into six states, most recently in 2014. "California government can do a better job addressing the real issues facing the state, but this measure is a massive distraction that will cause political chaos and greater inequality".

While proposals about separating California have been bandied about for years, Golden State voters will have their say on this particular initiative in November.

Northern California, containing the 40 northern-most counties - including Sacramento and San Franciso - stretching from the OR border to Merced County.

California- This would include six counties: Los Angeles, Ventura, Santa Barbara, San Luis Obispo, Monterey and San Benito counties.

Southern California will consist of a number of counties in the state's Central Valley, Inland Empire, and southern coastal regions, including Fresno, San Bernardino, Orange, and San Diego Counties.

The CAL 3 proposal would split California into three new states: Northern California, California and Southern California.

Getting an initiative on a November 2016 ballot required about 808,000 signatures. "The reality is that for an overmatched, overstretched and overwrought state-government structure, it is too big to succeed".

Adding the initiative to the ballot would be the first step in a long process that would ultimately require approval from Congress.

Should California divide into three separate states -the southwest coast centered around Los Angeles, the north, and the south- it would be the first time in USA history since the creation of West Virginia in 1863. Each state, though different in size, would have roughly the same population, according to the proposal. In the unlikely event the measure is approved, the change would be the first division of an existing USA state since the creation of West Virginia in 1863.

In California, the reasons for such an ongoing inner conflict stem most obviously from the state's geographic and demographic diversity and the unique identities of different regions.
