Kushner security clearance limits his access to some US secrets

The designation means Kushner is not approved to review "sensitive compartmented information", also known as SCI, the paper said.

The CIA oversees who is able to view the information, which comes from US intelligence sources and surveillance, the newspaper noted.

That has blocked him from seeing some parts of the President's Daily Brief, a highly classified summary of world events that sometimes describes intelligence programs and operations, the Post said, citing the two sources.

The Post said Lowell declined to confirm Kushner's clearance level but said it was adequate for him to perform his job.

Though the Central Intelligence Agency apparently has not signed off on Kushner, the White House security office has authority to independently grant a "top secret" clearance, the Post reported.

The revelation of the limits on Kushner's access is the latest twist in his drawn-out effort to complete his security review, a process that has been dogged by questions about his foreign contacts.

It was unclear why Kushner did not have access to the sensitive intelligence.

Kushner's attorney Abbe Lowell said in May that Kushner received his clearance in the usual way and that he had access to the information he needed to carry out his responsibilities. But that clearance was only for information classified as "top secret", the Washington Post reported on Thursday, citing two unnamed officials. Experts told the Post that that could be severely hamper him from doing his job. "Whether practically it is hampering him, it's hard to say in each case".

He was then granted permanent clearance in May.

Mueller is reportedly examining Kushner's meetings with Russian officials in 2016.

Given the sensitivity of the post such a senior position is normally only granted to officials with the highest security clearance.

But, he added, the administration's experience with security clearances has "not exactly been normal".

While the White House can't grant the top-most security clearances, the president has the power to declassify any information he may want to share with Kushner.
