According to the Defense POW/MIA Accounting Agency, about 7,700 US troops are still listed as missing from the Korean War, and about 5,300 of that total are believed to have fallen in North Korea.

It also granted amnesties in 2012, to celebrate the centennial of the birth of Kim's grandfather and the founder of the North, Kim Il Sung, and the 70th birthday of his father, Kim Jong Il, the same year.

According to a copy of the report seen by The Washington Post, U.S. officials calculated that even if the tankers carried only one-third of their full load, North Korea would have already exceeded the annual quota of 500,000 barrels allowed under United Nations sanctions.
