Donald Trump has signed an executive order allowing for sanctions over election meddling amid fears Russia, China, Iran and North Korea could target the November midterms.

The new order sets up a framework for intelligence agencies to investigate whether foreign actors are attempting to influence any aspect of the electoral process.

Director of National Intelligence Dan Coats told reporters on a call organized by the White House that the ongoing threat is 'only a keyboard click away'. Those departments would then determine whether to move ahead with sanctions.

The State and Treasury departments would decide on appropriate additional sanctions to recommend and impose, he said.

"We have seen signs of not just Russian Federation, but from China, and capabilities potentially from Iran, and even North Korea", interfering in the run-up to the November 6 congressional elections, Director of National Intelligence Dan Coats said, announcing the new order.

'That It's something he cares deeply about that the integrity of our elections and our constitutional process are a high priority to him, ' Bolton said.

That this announcement came first as a leak to U.S. news outlets and then as an announcement from National Security Advisor John Bolton underlines how fraught a subject it is for this particular White House.

The executive order in this regard is likely to be signed by Trump as early as Wednesday.

"Today's announcement by the administration recognizes the threat, but does not go far enough to address it", Van Hollen and Rubio said.
