In an exclusive interview with FOX 5 after the grand jury report came out, Wuerl stated that he would not resign from his post and defended his record of dealing with predator priests while he was Pittsburgh's bishop.

DiNardo is asking for outsiders to play a role in church investigations and for there to be new channels established to report abuse, reports CBS News correspondent Seth Doane.

The same day also saw the announcement that the US delegation would be headed by Cardinal Daniel DiNardo, head of the US Conference of Catholic Bishops, and will also include Francis' top sex abuse adviser, Cardinal Sean O'Malley.

Since the Pennsylvania report was issued last month, prosecutors in a half-dozen USA states have announced plans for similar investigations.

But the US plan has looked less like a model recently, given it exempted bishops like McCarrick.

In Germany, a church study published in a magazine on Wednesday showed 1,670 clerics and priests had sexually abused 3,677 minors, mostly males, in the country between 1946 and 2014.

The papally appointed group of nine cardinal members, the so-called C9, has been tasked with helping advise the pope on the reform of the Vatican's organization and church governance. Many cases were not brought to justice, and sometimes abuse suspects - primarily priests - were moved to other dioceses without new congregations being informed about the pastor's past, they said.
