Federal states of emergency have been declared in all three states, and collectively about 1.5 million people have fled the coast under mandatory evacuation orders.

"Now it might be time for the exam", he said. For example, the seas off of Wilmington, North Carolina have risen 7.5 inches since 1935, according to NOAA. That leaves the "spinning wheel" at the hurricane's core stranded, "and it'll just sit there until the weather pattern changes", he said. "Everyone was sold out", she said.

The trend is "exceptionally bad news", said University of Miami hurricane researcher Brian McNoldy, since it "smears a landfall out over hundreds of miles of coastline, most notably the storm surge".

"Disaster is at the doorstep and it's coming in".

Global Affairs Canada issued a statement Wednesday saying the areas to be avoided extend from Edisto Beach in SC to the North Carolina-Virginia border, including Pamlico Sound and Albemarle Sound. Most other beachgoers were long gone.
