Canadian Prime Minister Justin Trudeau, from US President Donald Trump, has unanimous domestic support for now but to keep a firm hold on power must wring concessions from an unwilling powerful dairy lobby in order to mollify Washington.

"Our farmers don't have access to the Canadian markets the way that they have access to us".

He and other American politicians have long demanded Canada's system of domestic dairy protections either be abolished or heavily modified to give United States exports a bigger share.

Canada and the United States have been negotiating since August 28 after Washington unveiled a proposed North American free-trade deal with Mexico and pressed Canada to sign on or be left out.

"To me, a lot of that is consistent with my suspicion that the USA doesn't really want to get a deal [or] at least the [Trump] administration doesn't", he said, citing the leaked off-the-record comments Mr. Trump gave Bloomberg in late August when he said he was refusing to compromise with Canada and that any deal with Canada would be "totally on our terms".

"There is not going to be a deal - period - unless there is a compromise in that area because that is what he campaigned on and it's stuck to him and he's stuck with it", Mulroney said.

Also unresolved are protections to Canada's cultural sector and the Chapter 19 dispute resolution mechanism.

Yet, he stressed that "if we sign the deal it'll be. for Canada and Canadians".

"The conversations over the weekend continued to be constructive and productive", she said. Eares are on the ground for United States and China developments but at the fore again was the NAFTA negotiations.

But those talks excluded Canada, the third NAFTA country.

"Forget what you read about NAFTA negotiations and Twitter wars".

"Sure, it's business and it's important, but Gander is the place that - in a snapshot - illustrates the Canada-U.S. relationship".

"If (Trump) goes to Congress with a bilateral arrangement with Mexico, he's got problems - real problems", Mulroney said.
