The president of the european Commission Jean-Claude Juncker called on Tuesday for the european Union, already economic heavyweight, strengthens its policy on the worldwide scene, in his last speech on the state of the Union in front of meps in Strasbourg. "Article 7 must be applied whenever the rule of law is threatened", he said.

The EU said in January that big tech companies that were part of its voluntary code of conduct companies had removed 70% of the content notified to them by European authorities within 24 hours, up from just 28% in mid 2016.

Judgments from the European Court of Justice, he said, needed to be respected, and implemented by member states. "Respecting the rule of law and abiding by Court decisions are not optional", Juncker said.

Still, there will be support in Africa for any overtures towards a more balanced, mutually respectful, relationship with Europe. "Patriotism is a virtue. I mean they want to build their Euro state, regardless whether people want it or not".

"This is the stuff that needs to be done, and it will be all platforms in Europe, wherever they are based".

"The commission is expected to propose that, in spring 2021, we switch to summertime and leave the clocks there for good". He estimated that this new alliance would create as many 10 million jobs in the next five years alone.
