Georgia declares state of emergency

"Forecasts generally project the storm to make landfall between northern SC and North Carolina's Outer Banks as a strong Category 3 on Thursday, although shifts in the track are possible and storm impacts will expand great distances beyond where landfall occurs". President Donald Trump declared a state of emergency on the federal level Tuesday for the Carolinas and Virginia.

Forecasters with the National Hurricane Center said that while Florence is expected to slow down considerably by late Thursday and into Friday, it will still be an "extremely unsafe major hurricane" when it makes landfall.

Melody Rawson evacuated her first-floor apartment in Myrtle Beach and arrived at Atlanta Motor Speedway in Hampton, Georgia, to camp for free with three other adults, her disabled son, two dogs and a pet bird.

"The big picture: There are several characteristics of the changing climate that are helping to increase the risks of damage from Hurricane Florence, even though global warming is not directly causing such a storm to spin up". But authorities warned it will still be an extremely unsafe hurricane.

People fleeing coastal North and SC clogged highways early Wednesday as Florence bore down on the coast for a direct hit in a low-lying region dense with beachfront vacation homes.

"After that time, an increase in southwesterly shear, upwelling, and interaction with land is likely to lead to some weakening, however, Florence is expected to remain a risky major hurricane as it approaches the coastline".

In South Carolina and inland parts of North Carolina, 5 to 10 inches of rain could fall, with 20 inches possible in some areas. The US east coast is bracing for more than 40 inches of rain as Hurricane Florence barrels nearer to land.

Hurricane force winds can be expected up to 70-miles from the center of the storm, and tropical storm force winds can reach up to 175-miles. "In light of the storm's forecasted southward track after making landfall, I encourage Georgians to be prepared for the inland effects of the storm as well as the ensuing storm surge in coastal areas".

Life-threatening storm surges of up to 13 feet (3.9 meters) were also forecast in some areas of North Carolina along with the possibility of tornadoes.

The East Coast isn't the only area facing the brunt of a storm. Isaac could bring heavy rainfall to Martinique, Dominica and Guadeloupe.
