United Kingdom 'closing in' on Brexit deal with Brussels, suggests Raab

This follows Raab's confirmation that the United Kingdom will not pay its £39 billion (€44 billion) "divorce bill" to Brussels if there is no overall deal on its departure from the EU.

The Government will legislate to introduce a cap on charges if there is a no-deal scenario.

Last month, the government published 25 technical papers out of a total of more than 80, which detailed how tariffs, financial services, state aid and pharmaceuticals would operate if Britain departs without a divorce deal.

'We still think the United Kingdom and the European Union will eventually reach an agreement to preserve many - but not all - of their current trading arrangements, particularly around trade in goods, ' said Colin Ellis, Moody's chief credit officer and co-author of the report.

The government played down fears that holidaymakers would be hit with swingeing roaming charges for using mobile phone in the EU.

Raab said it may take time to work out how much Britain would need to pay if London and Brussels failed to reach agreement on Britain's exit from the EU.

The report revealed driving licences could be rendered invalid, meaning Brits would be forced to buy worldwide travel permits before visiting the continent.

Labour's shadow Brexit secretary Sir Keir Starmer said: "The only reason the government is talking about no-deal is because the Tory civil war on Europe prevents the prime minister from negotiating a good deal".

"It also begs the question of how this will be enforced and raises legitimate concerns over lengthy border delays if permits are to be checked".

Even existing EU type approvals would have to be converted to United Kingdom approvals, although the government has confirmed that it would issue "provisional" approvals to manufacturers that already have European type approvals. The guidance said: "The UK does not require visiting motorists, for example those coming to the UK on holiday or who wish to drive on business, to hold a separate IDP to guarantee the recognition of their driving licence".
