United States to suspend nuclear pact over alleged violations

Russian Federation flatly denies undertaking any new development of land-based, intermediate-range Cruise missile capable of carrying nuclear warheads and hitting European cities at short notice.

US Secretary of State Mike Pompeo told NATO ministers that Washington would begin the process of withdrawing from the 1987 Intermediate-Range Nuclear Forces Treaty (INF) within 60 days if Moscow did not start complying with the terms of the pact.

"It makes no sense for the United States to remain in a treaty that constrains our ability to respond to Russia's violation", Pompeo said, adding that: "The United States today declares Russian Federation in material breach of the treaty and we will suspend our obligations unless Russian Federation returns to full and verifiable compliance".

"We need to create a coordinated response to the actions of Russia", Klimkin said, adding that he raised "a set of practical steps with a number of proposals" at the meeting as to how NATO, Ukraine and Georgia might do that together.

"The United States declares today it has found Russian Federation in material breach of the treaty and will suspend our obligations as a remedy effective in 60 days unless Russian Federation returns to full and verifiable compliance", he said.

The United States warned Russia Tuesday it has 60 days to start complying with a landmark missile treaty or Washington could abandon the pact, creating doubts about nuclear security in Europe.

"I regret that we will now most likely see the end of the INF treaty, but at the same time we don't have any other alternative than to react in the way we do".

The treaty was negotiated by then president Ronald Reagan and Soviet leader Mikhail Gorbachev, and eliminated the medium-range missile arsenals of both superpowers, reducing their ability to launch a military strike at short notice. Meanwhile, the U.S. would simply declare itself no longer bound by the treaty in view of Russia's alleged material breach.

European Union diplomatic chief Federica Mogherini on Wednesday urged Russian Federation and the U.S. to save a Cold War arms control treaty after Washington issued a 60-day ultimatum to Moscow.

The 60-day grace period - granted by the United States as a concession to European partners who wanted to give Moscow a last chance - will expire at a meeting of North Atlantic Treaty Organisation defence ministers in February.

French Foreign Minister Jean-Yves Le Drian said it was "essential to act in a firm and united way", warning Moscow it would bear the responsibility if the treaty collapsed.

"Russia's violation of the INF Treaty erodes the foundations of effective arms control and undermines Allied security".
