Donald Trump threatens emergency powers to pay for wall

A national emergency, however, might be Trump's only way to emerge from the fight without having thrown in the towel, suggested Rory Cooper, a Republican strategist who served as an aide to former House majority leader Eric Cantor.

The Washington Post, citing two unnamed sources, reported that the White House was laying the groundwork for declaring an emergency that would let Trump build sections of a wall, possibly using funds from the Army Corps of Engineers.

President Donald Trump told Fox News on Thursday that he has "the absolute right to declare a national emergency" if he can't reach an agreement with congressional Democrats to provide funding for his promised wall along the U.S. -Mexico border.

Mr. Trump's insistence on billions of dollars in funding to keep a signature campaign promise - and Democrats' insistence to fund the government without wall funding - mean the partial government shutdown is poised to be the longest government shutdown in US history.

Representative Nydia Velázquez, a New York Democrat, told NBC News: "It would be beyond appalling for the president to take money from places like Puerto Rico that have suffered enormous catastrophes, costing thousands of American citizens lives, in order to pay for Donald Trump's foolish, offensive and hateful wall".

As key government operations remained shuttered for a 21st day and roughly 800,000 federal workers remained without pay, both the president and the Democrats have retreated into their own corners.

"Siphoning funding from real disasters to pay for a crisis manufactured by the president is wholly unacceptable and the American people won't fall for it", she said.

Steel added that Trump's public appeals this week, which the president himself was reluctant to give, were not going to earn Democratic votes "in an way, shape or form". On Wednesday, eight House Republicans publicly bucked the president and joined with Democrats in voting for bills that would reopen the government without financing the wall.

"We should be able to make a deal with Congress", the president said.

After a reporter asked Trump if his "only option left" was to declare a national emergency, he said it would be "the easy route".

Meantime, the standoff could alter the president's travel plans again - he already canned his holiday vacation in Florida because of the shutdown. While border patrol agents there expressed support for a border wall or barrier, the border patrol agent in charge showed an image of a tunnel illegal immigrants had carved - under a wall.
