Findings by KNKT now suggest that Lion Air had put the plane back into service despite it having had problems on earlier flights.

Almost 30 relatives of the Lion Air crash victims are suing Boeing, alleging faults in the plane led to the deaths.

"We don't know what damage there is, it has obvious scratches on it", Nugroho said.

It also found that the Lion Air jet should have been grounded over a recurrent technical problem before its fatal journey, as it criticised the budget carrier's poor safety culture.

Investigators last week said they planned to use a navy ship for a fresh search for the crashed jet's second "black box" after a 10-day effort funded by Lion Air failed to find the cockpit voice recorder (CVR).

The flight data recorder gathers information about the speed, altitude and direction of the plane with enough storage for 25 hours of data, while the cockpit voice recorder keeps track of pilots' conversations and other sounds in the cockpit.

The first uncrewed test flight was delayed due to the partial government shutdown and is slated for some time in February. A crewed Dragon spacecraft is scheduled to send USA astronauts to the ISS later this year.

But it gave few details on key issues at stake, including a scheduled US tariff increase on $200 billion worth of Chinese imports. China's ministry of commerce said that the negotiations were "extensive, deep and meticulous" without offering specifics.

The cockpit data recorder, recovered days three days after, showed that its airspeed indicator had malfunctioned on previous flights.

Black box data helps explain almost 90 percent of all crashes, according to aviation experts.

Rear Adm. Harjo Susmoro, head of the navy's Center for Hydrography and Oceanography, said the voice recorder was found just 50 meters (164 feet) from where the data recorder was located.

In 2013, one of its Boeing 737-800 jets missed the runway while landing in Bali, crashing into the sea, but all 108 people on board survived.

Indonesian media reported in December that Lion Air's chief executive, Edward Sirait, said the airline was considering canceling its remaining orders for almost 200 of the Boeing planes.

Lion Air is one of Indonesia's largest airlines. In December 2014, an AirAsia flight from Surabaya to Singapore plunged into the sea, killing all 162 on board.

It has been expanding aggressively in south-east Asia, a fast-growing region of more than 600 million people.
