North Korean negotiator headed to Washington

A meeting could mean the two sides are nearing a compromise after months of stand-off over how to move forward in ending North Korea's nuclear and missile programmes.

The official said Trump and Kim Jong Un had established a "good relationship" and that U.S.

The talks were held at South Korea's Embassy and Japan's Embassy in Singapore and continued through 8:30 p.m., but failed to produce an agreement or a joint press statement due to differences.

According to Yonhap News Agency, Kim and two other North Korean officials are already booked on a United Airlines flight from Beijing to Dulles International Airport on Thursday.

CNN quoted a source familiar with US-North Korea talks as saying that Kim Yong Chol would be carrying a new letter from Kim Jong Un to Trump in Washington.

The meeting will likely be followed by a visit to the White House, where the former spy could meet with Mr Trump, according to two USA officials, who were not authorised to discuss the matter publicly and spoke on condition of anonymity.

Kim Yong Chol previously visited the White House and met with Trump June 1, before Trump's June 12 summit with Kim Jong Un in Singapore.

Kong Xuanyou and Lee Do-Hoon are expected to discuss ways to achieve complete denuclearisation and peace on the peninsula, as well as an expected second summit of U.S. and North Korean leaders.

The talks had stalled over North Korea's refusal to provide a detailed accounting of its nuclear and missile facilities that would be used by inspectors to verify any deal to dismantle them.

However, some argue that Thursday's Pentagon assessment indicates the United States will need to do more than shore up its missile defense in addressing the threat posed by North Korea.

Responding to a question about the visit at a press conference last week, Moon said he'd received a "special" letter from Kim in December explaining why he couldn't visit the South previous year but saying he wanted to see the South Korean leader more often. According to Trump, the parties are in the process of agreeing on a venue for the meeting.

But ties between the two Koreas have warmed significantly in recent months under the South's dovish President Moon Jae-in, who has held three summits with North Korean leader Kim Jong Un since taking office in May 2017.

Moon has pursued a policy of engagement with the North, in increasing contrast to Washington, which insists pressure should be maintained on Pyongyang until it denuclearises.
