Nine EU states recognise Guaido as Venezuela's president, increasing pressure on Maduro

Nonetheless, Guterres said he was following the crisis in Venezuela "with a lot of concern". One official said more supplies would be staged in Brazil and in the Caribbean.

Divisions over Venezuela emerged last week during an informal meeting of European Union foreign ministers in Bucharest, with hardliners pushing to recognise Guaido, those with a more cautious line such as Italy and Greece and legalists like Austria and Luxembourg who wanted to reach consensus.

Meanwhile, the Lima Group, a working group of 14 countries in the Americas, met in Ottawa for the first time since Guaido declared himself president on January 23.

In a statement following a meeting in Ottawa, they urged the global community to prevent Maduro's government from conducting financial and trade transactions overseas, having access to Venezuela's worldwide assets and doing business in oil, gold and other assets. "We will seek to help him to do so by whatever means possible", the official said.

Opposition lawmaker Miguel Pizarro told reporters in Caracas on Tuesday that Guaido's team would talk about how the aid would move once it was in place.

The Venezuelan leader, accused of running the OPEC nation of 30 million people like a dictatorship and wrecking its economy, has defied them and said European rulers are sycophantically following President Donald Trump.

It is unclear how the aid will get to Venezuela without the blessing of President Nicolas Maduro and cooperation of the Venezuelan military, which has remained loyal to the socialist leader and is stationed on the Venezuelan side of the border.

However Russia, China and Turkey continue to back Maduro, accusing Western nations of meddling in Venezuela's internal affairs. "We can not buy drugs in Venezuela, you die before you get them".

Some EU countries hoped to go further than a joint statement on Venezuela agreed ten days ago declaring Maduro's re-election illegitimate and warning of "further actions, including on the issue of recognition of the country's leadership" if new elections are not called soon.
