According to the complaint, the bus was trying to merge Tuesday afternoon when it apparently scraped Lilly's sedan. Brown says he doesn't know where the man works, but said he is not a licensed peace officer.

Video, released by the Minnesota Department of Transportation Wednesday, shows suspected gunman Kenneth Lilly pull over on the highway's shoulder, get out of his auto and walk toward the bus. The company's president, Troy Nadeau, said he doesn't know where the violent behavior came from, adding that Lilly "had a clean file", and was "a good guy who was always on time".

Law enforcement authorities responded to a report of a shooting on the interstate at Chicago Avenue in Minneapolis at 2:14 p.m. Tuesday. Video showed Lilly walking toward the front driver's side corner as the bus appeared to slowly pull into traffic. The complaint said the school bus driver suffered a wound to his left arm and a graze wound on his head. He reportedly approached the passenger door of the bus and attempted to get on. However, the Hennepin County Attorney's Office said the video showed Lilly had retreated to a safe spot before walking in front of the school bus and shooting at the driver.

The complaint does not elaborate as to why Lilly might have feared for his safety.
