Aide says Trump would be 'disappointed' by a N.Korea test

Behind the scenes, administration officials say the concept of another summit feels increasingly distant because working-level talks with the North Koreans have yet to resume.

A separate report showed increased activity just before the February summit at a rocket production facility called Sanumdong in the Pyongyang area, where long-range missiles and space launch vehicles are constructed.

"Thus, an unprecedented and abnormal situation in the history of the World Health Organization has arisen, in which North Korea can not organize this regional meeting", Kim Song said as quoted by the media outlet.

Besides potentially angering Mr Trump, North Korea must avoid undercutting support for sanctions relief from China and Russian Federation.

"If North Korea does launch a satellite, it could derail all of North Korea's diplomatic goodwill built up over the past year".

He said this does not mean the US position has hardened.

North Korea favours a more step-by-approach, with Kim proposing dismantling its Yongbyon nuclear complex in exchange for lifting the main sanctions - a notion Trump refused in Hanoi despite the vaunted "chemistry" between the pair.

"The North's intention is clear".

"Look, when I came in", he said, "under the Obama administration, North Korea was a disaster".

"Kim could use a launch to demonstrate at the 14th Supreme People's Assembly, probably in mid-April, that he has not been cowed by sanctions", said former USA negotiator Joel Wit, now the director of the respected 38 North website.

North Korean leader Kim Jong-un said last week that there's no more urgent task than developing his country's economy and improving its people's lives.

But the Washington-based Center for Strategic and International Studies suggested last week that rebuilding was progressing quickly at the facility.

Images of the renewed activity follow their second summit in Hanoi at the end of last month.

He added, "We see exactly what they're doing now".

Donald Trump's national security advisor said Sunday that the United States president would be "pretty disappointed" if North Korea conducted a new missile test, but he refused to confirm reports that such a test may be near.

Japan also worries that its crucial issue of the fate of its citizens abducted by North Korean agents will take a back seat to nuclear and missile issues in U.S. "Let's see what happens, but I would be very disappointed if I saw testing".
