Beijing reaffirms earlier stance: China blocks India at UNSC

In yet another setback to India's bid to designate Pakistan-based terror group, Jaish-e-Mohammed's chief Masood Azhar as a global terrorist, China on Wednesday put a technical hold on a proposal in the UN Security Council to ban him following the Pulwama terror attack.

According to a comment piece in the Chinese newspaper Global Times, India failed to provide "solid evidence" against Azhar and said China rightly practised caution against listing him as a terrorist.

The resolution on Masood Azhar was moved by three permanent members of Security Council - the US, France and the United Kingdom - after the February 14 terror strike in Jammu and Kashmir's Pulwama in which 40 soldiers died.

The Security Council Sanctions Committee will have 10 working days to consider the fresh proposal submitted by the three members. The no-objection period deadline ends 3 pm Wednesday (12:30am IST). Beijing has thrice blocked the move by India and other United Nations members to designate Masood a global terrorist both lack of evidence and consensus on why it did so. "This has prevented action by the worldwide community to designate the leader of JeM, a proscribed and active terrorist organization which has claimed responsibility for the terrorist attack in J&K on Feb 14". Their moves to blacklist Azhar in the UNSC were blocked by China, the all-weather ally of Pakistan.

France, US and United Kingdom had proposed the listing of Azhar as an worldwide terrorist and if no country raises any issue by March 13, Azhar will be put on the UN terror list.

India expressed disappointment over the development on Wednesday. China has time and again blocked the ban on Azhar.

During his weekly briefing, China's Foreign Ministry spokesperson Lu Kang responded to a question which asked what Beijing's position would be at the meet after India on Saturday appealed that all permanent members of UNSC should declare Azhar a terrorist. China will continue to communicate and work with relevant parties in a responsible manner so as to properly resolve this matter.

In 2017, the P3 nations moved a similar proposal again.

The second security council diplomat also slammed Pakistan for depending on China to protect terrorist groups and leaders that operate from its soil.

Hectic diplomatic and political parleys had preceded the closely-watched March 13 deadline as New Delhi reached out to the UNSC member countries. Also, India's growing proximity to the United States, sheltering Dalai Lama, and Pakistan's role in China's One Belt One Road strategy are said to be the reasons for China's protecting Pakistan's interests.

Under the arms embargo, all states are required to prevent the direct or indirect supply, sale and transfer from their territories or by their nationals outside their territories, or using their flag vessels or aircraft, of arms and related materiel of all types, spare parts, and technical advice, assistance, or training related to military activities, to designated individuals and entities.
