China's premier denies Beijing tells companies to spy

China's authorities intend to develop cooperation with Russian Federation in the sphere of internet trade, space and aircraft industry to double the volume of bilateral trade, increasing it to $200 billion, Premier of the People's Republic of China Li Keqiang told TASS at a news conference on Friday, Trend reports.

China's top economic official says the country needs "strong measures" to counteract downward pressure on growth but Beijing plans to promote market-oriented reforms instead of relying on more lending and deficit government spending.

The Chinese government has additional monetary policy measures that it can take to support economic growth this year, and will even cut "its own flesh" to help finance large-scale tax cuts, Premier Li Keqiang said on Friday.

Li said China has policy room reserved for dealing with possible uncertainties this year such as raising the deficit-to-GDP ratio, or using other instruments like required reserve ratios and interest rates.

Last week Li laid out a lower growth target of 6.0-6.5 percent this year, from 6.6 percent growth in 2018, which was already the slowest pace for nearly three decades. Gross domestic product grew 6.6 percent in 2018 - the least in 28 years.

He said that maintaining growth would ensure that employment remains stable.

China has announced that it will cut a total of two trillion yuan (USD 297.5 billion) in taxes and corporate pension payments this year to ease financial pressure on enterprises.

The enactment of a new foreign investment law by China's largely rubber-stamp legislature suggested that Beijing has made some concessions to Washington over contentious trade issues such as alleged intellectual property theft and forced technology transfer.

The law will offer better legal support to the protection and attraction of foreign investment, as well as regulate government behaviours, Li said.

"I believe this is also what the whole world would like to see", he said. The talks and tensions stretch far beyond trade and tariffs.
