North Korean leader open to third Trump summit

President Moon Jae-in proposed a fourth summit with North Korean leader Kim Jong-un soon, despite the young strongman's recent advice that Moon stop playing Washington's mediator.

"The South should not act as an "overstepping mediator" or a "facilitator" and should rather get its mind straight as a member of the (Korean) nation and boldly speak up for the interest of the nation", Kim said.

"Now, it's time to actively prepare and push for a South-North summit", Moon told a meeting of his senior secretaries, referring to a potential fourth summit between the two Koreas.

Trump said after the summit that North Korea had committed to "totally" dismantling its main Yongbyon nuclear complex, but that the lifting of the sanctions would require Pyongyang to scrap other nuclear facilities and programs, including undeclared ones. Responding on Twitter, Trump welcomed a third meeting with Kim.

Tensions spiked in 2016-17 as North Korea demonstrated strong progress toward its goal of developing a nuclear weapon that could reach the US mainland with a series of missile and nuclear tests.

Since then, Washington and Pyongyang have been firm on their respective positions, although each has expressed their willingness to keep the dialogue open to work out their differences gradually, including a possibility of organizing a new Trump-Kim summit.

Kim also accused South Korea of deferring to the "anachronistic arrogance and hostile policy" of the United States and berated the ongoing military exercises between the allies.

But the lack of substantial disarmament commitments from the North and the deepening impasse in nuclear negotiations have fueled doubts over whether Kim would ever voluntarily relinquish an arsenal he may see as his strongest guarantee of survival.
